Open the door to the storage room and this is what you find..
This panel is at an existing business in a storage room, packed with stuff. The electrician who made the mess of the panel just left the panel cover off. Probably because they made such a mess they couldn't get it back on. It would take you ten minutes just to clear a path to be able to work on it.
